Stuart McArthur

Board of Directors Chairman

Town of Parachute | Town Manager | 222 Grand Valley Way | Parachute, CO 81635

stuartmc@parachutecolorado.com

After 10 years in the oil and gas industry in Houston, TX, Stuart began his public service career as a budget analyst for Clark County, Washington. In 1998, he moved to Colorado and took a job with the City of Aurora as the Budget Officer. From 2001-2004 he was the Finance Director for Arapahoe County. After a period of transition, Stuart was appointed as the Town Manager for a newly incorporated Town, the Town of Watkins. The Town residents elected to discontinue the Town in 2006. Thereafter, Stuart started consulting with his own company, SSM Solutions LLC for a couple years until he decided he missed the public service life and was not an entrepreneur. He was appointed Town Manager for the Town of Bennett in 2009 and left there in 2013. His last and current stent has been with the Town of Parachute on the Western Slope. He hopes to make it his last until retirement – that transition will be welcome.

Stuart states that his experience in Parachute has been one of challenges and opportunity. His sole objective has been and continues to be the development of a diverse and sustainable economy for the Town. He knows this can only be done by working regionally with other communities (Silt and Rifle) and Garfield County.

Stuart and his wife met at Brigham Young University in the 1970’s. They were on different competing formation ballroom dance teams – she was the most beautiful woman Stuart had ever met. He was the disco king of Utah in 1979! They have taught social dancing since they have been married. Stuart has been married to his wife Carol for going on 40 years. They have 4 gorgeous daughters who have produced 14 wonderful grandchildren for them.

The Colorado Hemp Institute is a multi-faceted organization developed with a passion for helping others. When John and Jody Lyons decided to attempt retirement in 2017, God clearly had other plans in store for them. They tried to sell their beautiful Dream Ranch in Parachute, Colorado but the sale fell through and one of the potential buyers invited John and Jody to attend a Hemp Expo in Oregon. They went and were so intrigued by what they saw and learned from researchers, doctors, and professionals, that they came home with a new plan. They began developing The Colorado Hemp Institute and the organization developed very fast and they are well on their way of building a large scale all encompassed medical research and treatment facility on the Dream Ranch. Their plans are quite impressive and include a new 2,000 sq. ft. food grade manufacturing plant, day spa, Country Hemp Store, a 12,000 sq. ft. indoor grow facility, and corporate offices. In addition, the company plans to develop an onsite testing facility, extraction processing facility, organic restaurant, assisted living center, end of life center, a full scale medical treatment center staffed with doctors and researchers, and much more.
